We bought 2 e scooters last year, now with the new rules we have to register them the the GDT online, which is fine but unsure if we can insure with civil liability 3rd party or do we need full insurance,? we do not live in Spain, they are just used occasionally when we visit.

Provided a patinete has a maximum speed of between 6 and 25 km/h if its weight is less than 25 kg, or a maximum speed of between 6 and 14 km/h if its weight is greater than 25 kg, then all you need is third-party insurance.
I suggest that you look at the DGT summary page, which covers all the requirements for use of a patinete:

And if you go the third party route, do you still need a registration sticker?
That's the part where I'm coming unstuck unless I can learn where to get one.

Badger1234 thankfully I don't have one of these e-scooters but it says there are 3 ways to get a registration cert from DGT
1. if you are over 65 or have a disability you can walk into a DGT station and get one without an appointment
2. Make an appointment with a DGT office/station on-line for those who don't have digital access at this link

3. Get one on-line with a Digital Cert or Cl@ve or on MiDGT app

In case I misinterpreted your query Badger1234 you have to register your e-scooter before you insure it.

Exactly so, without registration insurers will not cover it.

Not sure if I'm reading this right... Are you talking about E Scooters or Mobiity scooters?? If you are non resident, you don't have to register either!!

It's an e-scooter and I'm not resident.
Are you sure about that? Any evidence?
It's not that I don't believe you, but obviously i need proof.
Being non resident is immaterial, to suggest that that is a valid reason to not register an e-scooter is patent nonsense!
