No experience in your area but I would suggest you check at your local Correos Office. Undelivered mail is held for 15 days before being sent to Madrid for return to sender or destruction, Take your passports to prove identity and they will check through a bundle for your street. If the problem persists ask for the address of the Correos Complaints Section, write a letter to them ( get neighbours to do the same ) and watch for an improvement in service, I was amazing how things changed for our Community when we did this.
As for your utility bills, I would suggest you register on the websites for your Water and Electric Companies to use their Virtual Office where you can monitor your accounts and go paperless for bills in order that you do not miss them, also set up Direct Debits to have them paid on time.
