Yes I can understand your desire to improve your Spanish by chatting with waiters etc ,that's OK but not if they are busy of course.
The best way that I've found is to try to get together with Spanish locals who are trying to learn or improve their English, purely conversation two way language which is a great relaxed way to learn.!
Try advertising for interested local people and mention in bars etc., I'm sure that you will get some response.
I run free classes for Spanish people, just basic English and general conversation and it has helped to improve my Spanish and keeps me up with all of the local gossip.
At the moment I'm running a class for usually about 15 Spanish pensioners, it's total chaos but fun and they are eager to learn ! ( average age 72 ).
I also have different groups, infants and people from all walks of life including bank officials ,town hall workers and shop assistants and cleaners, they all mix well and we have a good laugh.
I'm in a very rural large village in Granada Province, so not easy with the dialect...!
