Water problem

Hi has anyone got any ideas,  some months ago our Stopcock on the house side of the meter stopped shutting the water off, it wound in and out but the water stays on we started using the back Stopcock behind the meter to shut the water off when we're not there, Which is a term in our insurance policy, this now has the same fault winds in and out but doesn't shut off the flow, I have the 24hr number for Hidraqua but it seems they are only Spanish speaking so I could not  explain the problem to them, any help appreciated  Lesley
