Replacement SIP card

As friends in their mid sixties were being given appointments for their Covid vaccination, my wife visited the local health centre to update her contact details. She was told her SIP card was no longer valid and it was taken off her and replaced by a temporary card which she was assured would not enable her to see a doctor. She was told to visit the Torrevieja INSS and given a web address and phone number. We cannot access either and so visited the INSS office where we were again told no help could be given without and appointment.
Help!
