The last I heard it is taking upwards of 8 months and someone mentioned recently that they were 11 months in and still hadn't passed the Town Hall stage. Some Town Halls seem reluctant to hand out any licences, some communities are starting to vote about allowing rental properties at all and as Pete says, some will charge higher community fees. Even if an identical property on the urbanization has one it is not guaranteed that any more will be issued.
Spain is coming down very hard on this as even though 3 years notice was given about the law being introduced, many owners ignored it and carried on renting out without a licence and without paying tax on that income. It wasn't really until last year when it was obvious Spain meant business that these people sat up and took notice, hence the log jam now. Large fines have been imposed and properties can be closed down so it really isn't worth the risk of operating under the radar as it is highly likely that it will be reported to the Guardia Civil.
Checking with the community itself would be the first step (assuming everything else meets regulations), asking if there are objections to further licences or higher charges, then it would be the Town Hall to ask if they consider the area to be Residential or Tourist and if everything still looks good, prepare to hunker down for the wait and be prepared for next season to be a write off as you cannot even advertise without the licence being granted.
As with everything new it will settle down and the parameters will be set by the different Town Halls so future investors will know where licences will be issued and where they won't.
Sustainable tourism is the over-riding factor here and Spain wants to protect the reputation of it's tourist industry (no beds on balconies), the hotel industry which is very powerful here, the full time residents whose lives can be blighted and to collect the taxes rightfully due.
Many other tourist hot spots around the world are also trying to find the right balance but it will take time.
