As crazy as it sounds, the article did sort of make sense when you read it. But then again I can’t really say I’ve seen that many office workers in shirts and ties in this area so it won’t make a huge difference.

I think he was merely saying men do not need to dress so formaly in offices and other workplaces when we are experiencing record temperatures. Sounds sensible to me.
