Do you mean the pool doesn't have any circulation?
Use shock chlorine, in the dosage stated on the tub, to kill off any nasties - just don't use the pool for a day or three until the chlorine level on a test is in acceptable levels.
I'd also use flocculante to get rid of any cloudiness. If you've got circulation, then use tablets, put them in the skimmer bucket, and leave the circ running overnight. If no circulation, then use liquid flucculante.
Any pool supplies place can provide both shock and flocculante.
I hope you're doing a weekly test of pH and chlorine, otherwise you're going to continue having problems.
