I bought a town house in the casa antico area of Cocentaina a few years ago during lockdown. The house is within 50 metres of the town hall and council. Not easy to deal directly with. There is a tendency for local councils and administrative organisations for only to converse in Vallenciano and whilst I tried initially to converse in Spanish there was shall we say ‘a reluctance’ on the council’s part to communicate this way.

If you’re concerned about issues such as planning, building alterations, development of the property I would suggest you get in contact with a good local builder who has good communication with the council planning dept.
We used a local family firm who do a lot of work in the town and they were absolutely excellent. Daniel who was our main contact was also a trained architect, his English also good and he managed to get a lot of the work approved with the council.
They constructed a roof terrace for us which involved removing 20% of the roof and renovated the front exterior. All required planning and approvals.
Daniel might agree to act on your behalf as your technical representative with Cocentaina council. You will need to sign a ‘Autorización Técnico Competente Como Representante’ with him.

Totally recommend both as Daniel took away a lot of that stress and frustration of dealing with the council and planning. Plus the quality of the building work was good.
