How do I now apply for residency and how long is the process

I am a UK citizen currently living in the Netherlands and now have a Netherlands visa
We want to move to Javea what is the process of becoming a resident what do I need to do
Am I able to travel to Spain from the Netherlands with my UK passport and Dutch residency card or do I still need a Shengen visa
Because of Covid are we able to travel from Amsterdam to Spain
