buiding work in urbansation area

I have renovation work on a holiday home in my urbanisation started with much noise andconstuction workers in and out all day . I read that the return to construction was only for construction sites and not in public area in the middle of the lockdown ? can they work in my private road on a holiday home on a urbanisation no where near a construction site
