We are approx half hour drive from you in the campo.
The structural engineer/surveyor is Mark Paddon, fully qualified under Spanish requirements. Do the obvious online search, he’s usually the top of the page!
Public transport in rural areas is minimal, if it exists. There is a bus stop in our local village, I have occasionally seen a bus! Don’t imagine you can live in remote rural villages without a car, it’s not really feasible. There will of course be taxi services available, usually some local version of a radio taxi organisation, but there may not be services actually located in your village.
The other consideration is that it is possible, as happens in our village, that there is no permanent health clinic, we have the services of a ( very good) peripatetic doctor who attends the surgery at least four days a week, usually between midday and about two pm. Anything urgent needs to go either to Denia hospital Urgencias, or a local town which has 24 hour facility.
Don’t make the mistake of thinking rural Spain is like UK for the provision of services, it’s not, rural Spain is still rural Spain, although of course facilities have improved greatly in recent years, partly due to the influx of foreign residents.
