First thing I would do is to unblock it myself by using a mop and quickly pump it up and down in the toilet bowl for 10 secs or so - this usually clears any blockage simply by the suction created on the upstrokes (similar to a plunger), then pumping away on the down strokes. No harm in trying before getting any specialist tools or calling out a plumber?!
