If that were true, it's unlikely to help a non-resident currently in Spain, unless they are aged 80 and over.  In this region, vaccination of that cohort has only just begun and as non-residents currently here will have to leave Spain no later than 31 March, I think it's unlikely they would be called in the time that remains.

I’m not sure I understand why the nonresident would not get the vaccination in their “ usual” country of residence ?  
Spain is struggling to vaccinate those who are actually legally residing , it would be foolhardy to vaccinate those who can be vaccinated “ at home “ & they are under no obligation to do so.

It’s only uk personal that have 90 here, my Irish friends are stopping until June so they have been told they might get it here.

An Irish citizen is obliged to apply for Residencia after 90 days. An Irish citizen is an EU citizen but EU citizens do not have leave to remain longer than 90 days in Spain.

This was the case before Brexit and remains the case after Brexit.

Didn’t know that as we thought it was 180 days in the year continue and for me and my have not had the 90 day police knocking on our doors in years we are not panicking 

If they have temporary SIP cards, they may be called for the vaccine in that timeframe.

As EU citizens, it's a legal requirement to register as a foreigner in Spain, if you intend to be here longer than 90 days.  In reality, the immigration authorities haven't been too bothered about people complying, so long as they don't exceed 182 days, beyond which the tax authorities also have an interest.
