Can anyone recommend: ceiling fan balance

Does anyone know of someone who can balance a ceiling fan to stop oscillation?

I can recommend someone - you!

First make sure it's securely fixed to the ceiling, that the blade retaining screws are tight, and that the blades are clean.

Stand on a pair of steps so the blades are at eye level, start it running then stop it. As it's slowing down you should be able to tell if all the blades are rotating in the same plane, or whether one needs bending a bit to level it.

After that it's trial and error. Use a bit of sellotape etc to fasten a euro coin to the outer top of a blade. Turn the fan on and see if that improves of worsens the wobble. Repeat for the other blades until you find the adjustment that reduces the wobble.

After that it's just a matter of playing with different weights and their position on the blades.

Once you're happy it's as good as you're going to get it, then fasten steel washers etc equating to the weight of the coins to the top of the offending blade with a bit of epoxy glue.

If it's a cheap fan with wooden blades, then it's possible these may have distorted past the point of recovery.
