There was never anyone in the office at la finca when I was there and every time I ring algorfa office I just get music

You say you want a cost to provide, the charges are all their website. 

But if you can’t get hold of them to set up a contract, have you thought how difficult it’s going to be getting hold of them, when you have a problem with your internet.

As an alternative have you tried the contact us button their website.
