Almost, although differentiating between foreign "tourists" versus native Spanish is not correct. A Tourist Licence is required if you want to rent your property for short-term lets, e.g. a couple of weeks here, a couple of weeks there. However, you do not need a Tourist Licence to rent your property on a long-term basis, typically a minimum of 51 weeks. You cannot rent your property for short-term holiday lets to Spanish tourists without a Tourist Licence just because they're Spanish!
The Town Halls decide which areas in their municipality can apply for a Tourist Licence, because they issue the Certificate of Conformity required before the application process can commence. Just because some properties on a particular urbanisation already have a licence, this is not an indication that other properties in the same area would also obtain one, if a Town Hall decides that a desirable ratio of permanent residents to holiday home lets has been exceeded.
