We have bought a house here and I have an Irish passport and my husband has a Uk passport. We want to come for mid Jan to end of Feb and then from mid March to end of April. If we do this we will exceed our 90 days as we have stayed previously. What I want to know is when we make an appointment with the foreigners office or national police station will our stay sure travel insurance be sufficient to qualify for the health insurance as our travel insurance covers us for up to 60 days on each trip

Having an Irish passport you don't come  under the 90/180 day rule. Neither does your partner if you travel together.

Yes, Kenneth1 is correct. You can only stay for 90 days in one trip but you are not limited in the 180 day bit as that is only for non EU citizens.

As long as you don't exceed the 183 days in any calendar year you are fine with an Irish passport. Your husband can also join you as long as you travel together but it will be counted if he travels to the Schengen area by himself.

I appreciate what you are staying, but I thought we would have to register our existence with the local police and prove health insurance is this not the case ?

Only if you spend more than 90 days in one visit. You are having a break between visits so, no, you don't need to register your stay with the police.

As pointed out, there is no 90/180 rule for EU citizens (or passport holders).

You could actually spend 90 days here, go away for a while and then come back for another 90 days without registering your stay. Only if you exceed 183 days in one calendar year would you be classed as a tax payer.

So we just come and go as normal, his passport is stamped every time we come in and out of Spain whilst I don’t have mine stamped?

Providing he accompanies you then the rules that apply to you apply to him. It's only if he travels by himself that the 90/180 rule kicks in.
