When is the best time to de register residencia to reduce tax liability?  Ie if one spends less than 183 days in any one year and leaves before 30th June would that redice tax liability for the period spent in Spain as a Resident

Not sure I am clear on your question. Basically the tax year in Spain is from 1st January to 31st December. If you are already a Resident and want to de-register then yes you would have to leave within the first 6 months of the year to avoid being considered tax resident for that tax year. Any taxes due  up to the 31st Dec of the year before you left Spain must be paid by 30th June of the following year.
