We are due to arrive in villena on the 1st May 2017, we are going into a rental property
We would like to apply for a NIE number that week.
Can anyone recommend the best place to obtain, also is there a form we can complete from the internet to be able to take with us.

Why not just search this forum - I'm sure there's all the information you need.
Download an EX-15 and fill it in:

Make an appointment at your nearest national police station - which I'd guess would be one of those in Alicante.
