When is best to buy a new car in Spain, I have an apartment and are out once a month and need a good car but like in UK you look at buying a car Feb or around Aug just before new registration are out as you may get a better deal.

is this the same in Spain

It's different here, John. There's no indicator of date registered in a registration number - these are just issued sequentially as and when a new three-letter code is required. So there's no way to know the age of a car just by looking at its registration number. Perhaps because of this, there isn't a 'best' time of the year to buy a car. In addition, you'll struggle to find any dealer offering special prices or deals.

How ever like in any country car dealers usually have sales targets which have to be met by the end of the month (main dealers rather than the little independant dealers) so going at the end of the month can yield a deal but you will have to search a dealer because my experience here is they are all playing hardball.  I’ve been told dealers away from the coast and the big British resorts can be cheaper too

If you buy a used car the person that owns it at the beginning of the year "1st Jan" has to pay the Suma / Road Tax for that year, we are just in the process of buying and the man said the Tax bill will go to him and he has included that in the price, it all seems very complicated, we have got to meet him at his solicitors to get it registered in our name he included the changeover in with the price as well which is great. It seems a lot cheaper here to buy new if you can. Good luck
