Does anybody know where we’re at with ITV tests?  Mine is due mid-Sept, and as a long-standing resident, I would normally receive a post card reminder about now.  A neighbour took his vehicle recently, and was refused and told to make an appointment in future.   I’m prepared to wait for the reminder, but how near to the expiry date can I dare to leave it, and does this mean no reminder’s will be issued in the foreseeable future?

For ITV's expiring now the things which have changed are that it's appointments only and some stations are insisting customers speak Spanish. 

You can renew at any time so I don't understand anybody being turned away, it could be that you want a new ITV when selling a car for instance. 

Reminders are not obligatory and it would be unwise to rely on receiving one when you already know the date. 

You can renew up to a month before the due date and get an up to 13 month ITV.

If your neighbour just went along without an appointment, then it's not surprising he was turned away. In your case, make an appointment within less than a month to expiry, and get it done.
