Garden Refuse

We have a major problem outside our house, there is a rubbish bin which is emptied every day but unfortunately Benijófar council no longer uplift the mountain of garden refuse owners continue to dump!
I have been to the town hall three times to try and get something done about it but all they say they can do is send out fliers advising households of their policy. The rubbish is usually uplifted after about 4 weeks rotting and becoming infested with flies.
Do other areas uplift garden refuse?
