Hi Steve and glynis, This could be prevented if the standby, mains failure , battery internal to the Security Alarm main control panel is replaced, as from what you describe it is defective .
As regards having this work completed, it would obviously be a case of persuading the property owner to comply.
If you cannot contact the owner and you are part of a Community, then maybe the President of your Community could assist , further to that, I suppose it's going down the legal route, which others on here could probably give further advice.

That wouldn't work on many modern Alarm Systems. Plus it would be illegal !
