All dogs in Spain require 3rd party liability insurance. This is quite easy to do. If you own property in Spain and are visiting then you can put that on your house insurance. It may already be on it so check.
If just coming on holiday, you can add that to your travel insurance.
In both cases it is very cheap to do so and may already be included.
