However, my wife is from the Philippines and has a Philippines License. There is a reciprocal agreement between the two countries that allows my wife to use her license in Spain for 6 months, but she can also exchange it. Unfortunately, Philippines licenses are only issued for a period of 2 years and hers will expire shortly after our arrival in Spain, so it will be necessary to exchange it for a Spanish license immediately, while it is still valid. To exchange she would also require an NIE number. If we did attempt to do it ourselves we risk running into problems and delays and her license may expire before we completed the exchange and she would have to return to the Philippines to renew it!  

I can well understand your concern, and good luck. It's possible to exchange a UK license even if it's expired, but I don't know if that also applies to non-EU citizens.

Why not get your NIEs whilst still in the UK from the Spanish Consulate.  That's what we did and it saves a job when you get here.  Ours took about two weeks to arrive by e-mail following our visit to the Spanish Consulate in London.

I made an appointment to go to the Consulate tomorrow (Thurs 11th) with my wife, but they cancelled it. They're closed Friday (National Spanish Holiday) and the Consul (who signs it) is out of the country on a visit to Holland all next week, so I may get another appointment in another 2 weeks!  Such is life.
