If you are one of those registered for an exchange before Dec 31st. 2020 but had it kicked into the long grass along with those who came later on NLV's and were told from the outset that their licences were no longer exchangeable then you do have a genuine grievance otherwise you've been let down...

Remember Spain were in no way obligated to grant the any of the extensions they did and only dug their heels in in an effort to force UK into action.

The issue actually goes back to the negotiations for the WA where  UK were negligent in not including driving licences as a point for mutual agreement, it was up to UK to ask for that not Spain/the EU to offer it but unfortunately they didn't and folks like you are now paying the price.

I can't see why folk are getting upset about this? Just take the test and and the problem is solved!

Most of us I guess are upset Kev because it has been unreasonable for the Spanish not to allow us to drive since April because of admin delays due partly by Covid. I moved here in February 2020 just before the first lockdown for good and quite happy to exchange for a Spanish driving license but a lot of government offices were closed during the pandemic and our application for residencia was delayed for months. I have studied the translation issue of the Spanish Highway Code and at 260+ pages, a lot of it irrelevant to just wanting to drive a car, it is a hell of a lot to take in especially having driven all over Europe for a living for over 50 years without incident and one speeding fine in Germany about 25 years ago. The other thing is my partner, at 63 ten years younger than me, has her test this Friday and so far admin costs through a driving school and the basic lessons have cost us, so far, over 1000 euros and she's been driving without a blameworthy accident or endorsement on her license for around 40 years. If all of these delays are just down to the Brexit vote well I didn't vote for it which is why I packed up and left the UK.... A lot of us are suffering due to circumstances and / or coincidental timing not of our doing...

With regard to the excerpt above from your post. 

I would suggest that it's entirely reasonable for the Spanish to enforce their laws. What is unreasonable is the British government's failure to negotiate this for their citizens beforehand. 

I appreciate that it makes no difference to you, or others in a similar situation, but if blame is to be apportioned is should be done accurately.

Yep! Fully understand. I am 67 and it was not with some stress to get the test done but I did. Good luck to your Wife on her test.

She passed 2nd time Kev.... she failed the first one when a pedestrian stepped straight on to a zebra crossing and she braked, he had however changed his mind but she'd already braked and failed for that....... you really couldn't make this sh*t up.... All 10 in her group failed that day....
