Agm on urbanisation

Hi our urbanisation has not had an agm since 2018 understandably with virus. Have asked our president and our administrator when is agm scheduled for since it is now safe to do so, they tell me they dont know. The administrators says it's up to the president to call an agm. Is this the case? I have asked the president when are we going to move on the agm as a lot of issues need to be addressed. A shrug of the shoulders is the response. Any advice please
