Sorry to answer a question with a question, but are you a UK citizen or EU? A person resident or non-resident in Spain can obtain a NIE, either from the UK or here in Spain, but if you are not resident, it is illegal to register on the Padrón. If you could provide a little more detail about your circumstances, we can give you the correct information.
