Your initial step may be to approach your local Arquitecto attached to the Ajuntamiento. This will not cost anything and he will be able to tell you in principle if this would be permitted. You will obviously need a rough idea of what you intend to do and for what purpose, ie four or five flats? To let for holiday rentals, or to sell? It’s always worth talking to them, usually willing to be helpful, but different areas have different rulings.
