We rang the Town Hall Wednesdays for weeks and eventually got through only to be told the architect was not there a Nd to ring back later, we got no reply again.We have emailed as well, no reply. Can any one shed any light on this please? Kind regards.

You'll find that this isn't unusual. 

A personal visit is the preferred and most effective way to find out things.

Unfortunately I can't tell you, different town halls work differently. 

In my experience they all try to be as helpful as they can though

Get hold of your solicitor and tell him to go there in person, he should know this.

If you find out it hasn't got a Habitacion Certificate, ask if there is a possibility of getting one. Our villa didn't have one but our local Ayuntamiento confirmed they would issue one if we had a new EU approved septic tank installed. We also got a certificate of no infraction which meant that it had stood for x amount of years and nothing had been added since. I can't remember if there is a stated year as a cut off or if it is x amount of years before now but I'm sure someone else will know.
