Reporting pet neglect

I am not a 'doggy person' but cannot stand to witness any longer the sheer neglect of three dogs near where I live. They never get walked and are left to soil all over the patio which never gets cleaned and smells when you walk past. One of the dogs should be black and white but is actually yellow because of the neglect. Where or to whom can I report this?
