I am thinking of changing my Car or Scraping it ..what is involved..and is ther a Charge for changing to a New owner ...???

Scrapping a car can only be done by officially authorised scrapyards, who will deal with the paperwork to take it off the books, at a cost.
Buying a car entails paying tax based on the official book value and paying the fee at Tráfico to transact the change. It's easiest to buy a car from a dealer who will do all the paperwork for you.
