Does anyone know if the Torrevieja LEZ is up and running yet. If it is is there a map or list of street names it covers.

No. The proposed area is the sea front which is going to be pedestrianised and a couple of streets back. The new Vox/PP government in Valencia is objecting to the LEZs and only 14 of the around 150 towns in Spain have implemented it.
