Are we doing this right? We have several gates which rust, year after year, it seems. We scraped off the paint and rust down to the metal, sprayed with vinegar, then painted 2 coats of oxirite. Is there any type of anti rust spray or paint to use before the oxirite?

Just use Hammerite. Paints straight onto the rust.
