Transport gas bottles Spain

Hi,
After getting a gas grill I set out for getting a bottle of gas for the thing, on foot with one of these shopping cart things on two wheels that everyone in spain seem to use, I had taken the actual bag of the cart and strapped the bottle on. I met a police woman on a motorcycle and her eyes almost rolled out of her head when she saw me, and I thought "I wonder if there is a law against what im doing?" So I googled and found a bit about transportation of gas bottle in car, but nothing on what I did, can anyone enlighten me? Cheers Kim
