I’m thinking of spending six months a year in Torrevieja and wondering if I should get an NIE or any other paperwork before brexit ?
Regardless of Brexit, if you are going to spend more than 90 consecutive days in Spain then by law you must register on the list of foreigners, this will include you being issued with a NIE. It is not a matter of choice.

It's 90 consecutive days in the country regardless of what you are doing

Nobody knows as you become a foreign (non EU) visitor and thereby potentially subject to the same rules which apply to them even possibly to just enter the country.

Getting an NIE is the same for EU and non-EU citizens, so it doesn't matter when you get it.
As Movington indicates, getting into Spain after a hard Brexit could be expensive and difficult enough to deter anyone from visiting.

I have never heard of this 90 days before. Does it mean that if you are over at your Casa less than 90 days a year you don't have to pay some of the taxes. Or what does 90 days mean?

You should have heard of it - it's been the law since 2007.
