The House of Commons report in March this year says:

... UK citizens living in Member States before the Specified Date will be able to continue their current healthcare arrangements and take advantage of the EHIC scheme31 but those who visit or are resident after the specified date will not.

The House of Lords EU select committee said:

In the absence of an agreement on future relations, the rights to reciprocal healthcare currently enjoyed by 27 million UK citizens, thanks to the European health insurance card, will cease after Brexit.

I don't know whether this is a final decision, or whether the topic is still subject to negotiation.
