Advice required on palm tree in unoccupied property

Hi all looking some advice. We border an urbanisation and one property which backs on to us has a palm tree which would exceed at least 60 ft (probably closer to 80ft).

The property the palm tree is planted in has been unoccupied for years and my fear is the tree is going to come down in a storm and take out our terrace. As it’s on an urbanisation does anyone know if there is any onus on them to keep the tree at a sensible height-the roots are causing cracks in the walls and I’m sure affect other properties

palm trees are protected and cannot be cut off or transplanted w/o special permission from the environment authority. Take it ieasy.....
