Yes, Leroys sell it. We bought a 4 litre pot, it is grey with a white lid and orange writing on it called OK latex.
PVA can be a problem, given that it is water based, depending on the paint used.
You would be better to go to your local builders merchants and ask for resina preparada pared, usually available as a liquid or powder. Liquid is obviously easier to use, price about 7 Euro/500ml.. Merlin etc probably sell it but shop local !

If it's just a powdery wall, without rising damp, then a solution of PVA should suffice, rather than paying extra for a resin or epoxy solution.
PVA is usually referred to as cola blanca madera. Just dilute it with about four quantities of water.
