How long ago did you apply for your license? As far as I can tell they only started checking that houses comply with regulations last year, before that it was basically a tick box exercise and they took your word for it.

I have also heard that a few town halls are giving compatability certificates to some properties with an exemption clause added relating to something that would otherwise exclude the property, but these are rare and in areas where town halls want tourism but there are not/not enough qualifying properties around.

Sadly some town halls are currently refusing point blank to issue any certificates at the moment.

It was earlier this year. What concerns me is that once they start this they can then change the requirements and make it more demanding to meet ever tighter criteria.

I think it is unlikely that any changes will be retrospective, as that is always contentious in any legally.  The chances are, at some point in the dim and distant future, they will start re-inspections but that is not in the foreseeable future.  If you have a license, are registering guests regularly with the Guardia Civil and paying tax I think they will leave those owners alone for a long time now.  They are interested in finding the ones still operating on the black market, therefore evading tax.  There will always be a few who will get away with it but eventually the tax authorities will catch up with most of them.

9 months so far , and we still haven't passed the town hall stage , been told they have stopped issuing the certificate,  we've gone with Spanish solutions in la zenia, Spanish want us to have licenses so we pay tax , but they are trying there hardest to not give them out , madness, like you we are new owners , brexit might have something to do with it , like you we are beginning to wonder wether it's worth doing ,
