We have had 2 lots of money taken out of our account by Vega - is this as water company?

You should ask this question to your bankers. After two months it will be difficult to get a reimbursement. In any case, if you did not give your bankers a specific authorization to honour those charges, there are chances to successfully claim from the bank.
