The "padron" or empadronamiento is only for permanent residents in Spain and not for visitors. It is the equivalent of being on the UK electoral roll and shows that your house in Spain is your permanent place of abode. Even if you do come under one of the councils that allows non residents to sign on the padron, you would still need your resident permit to apply
Unfortunately, Spain does not recognise the UK Blue Badge anymore. Some councils do so always worth enquiring at the town hall.
To get a Blue Badge in Spain is a long drawn out affair and can take up to 2 years to process. You must be on the padron, therefore a permanent resident, in order to apply for one. Your doctor must certify you at least 33% disabled and the town hall will give you the contact for a social worker who will help you in completing the forms. You are then assessed by a state doctor who will continue the process.
Some councils do allow visitors to use their UK blue badge and the UK government recommends you download, in Spain, a notice showing EU regulations. That notices is here http://www.disabledmotorists.eu/download/parking_cards/notice_spain.pdf
You should print it out and place it next to your UK blue badge in the car. It may be accepted but not guaranteed.
