Permanent SIP card

My husband and I have been in this country just over a year.

I have received my permanent - red SIP health card  a few months ago (I guess because I am originally a European), but my husband- English, has not received his permanent SIP card in spite of he has been a permanent resident, has Recibo de presentacion en oficina de Registro (I guess it is a confirmation for received S1), Certificado de empadronamiento individual, passport and Residential card. 2 weeks ago a surgery employee rejected to give him the card telling us to go to the Social Security in Torrevieja. After consulting a several people including our solicitor they  said that GP surgery must give him the card based on the documents above. We went back there this morning and she told the same story, adding that Social Security will give us a document which she needs to issue him a permanent Health card. He has a temporary SIP card which is valid only in emergencies. Just to add up that within this one year living here he has been in hospital 2 times with serious infections. We are living in fear that it could happen again!

He needs a social security number (not a NIE) so the health centre can issue him with a Sip. The Social Security office have to apply for this (I guess from Alicante), and this takes a bit of time. The health centre can't do anything without the number.

Thank you for your help. However, isn't it the document  given to our solicitor upon submitting S1, Documento Acreditativo del derecho a Asistencia Sanitaria. And there is a No de Seg.Social 03/11608411/82, and Dir: EA 0042141

They look like the application numbers, not the social security numbers. When we applied for our sips, it took a while and although social security could see our applications were pending, they couldn't give the health centre the go ahead until the number was issued. We had temporary cards, and they were OK for everything, not just emergencies. But if the Health Centre person is saying they can't issue a permanent card yet, they really can't.

Yes, sorry, indeed, I just checked, the current card is OK, but the previous one was for emergency only...Wasn't 1 year enough to finish at least someons health status, especially if the original country is paying expenses and the patient does not depend on any help? And, especially if the patient is 70+ yeaars old?

The only bit that allows a SIP card to be issued by the health centre is a letter from the social security (INSS) which states that his medical care has been transferred from his country to Spain. They cannot issue it solely on the basis of the Padron or the residence card. 

Just handing the S1 to your solicitor may not have got the social security authorisation which the health centre must have before issuing a SIP card. 

Most, not all, health centres will print a SIP card there and then once they have the document from the INSS. Nothing else counts.

It could be that the delay is in the UK, as Spanish social security needs some sort of confirmation from the NHS about the transfer of healthcare. Why don't you go to the office in Torrevieja, as has been suggested to you, with a translator if you need one, to try and find out what's happening?
