I'd heard, with some surprise and disbelief, that the Consulates were accepting S1's for visa applications but that is not the same thing as it being accepted in lieu of private health insurance when applying for ones TIE in Spain.

The S1 is only proof of health cover from UK once it's registered with INSS but that is something which can only be done with residency so it's putting the cart before the horse.

Until we see first hand evidence of an S1 being accepted in that scenario it must therefore be regarded as speculation or downright misinformation.

Darro,

Yes I was surprised when I heard that the S1 was acceptable for NLV applications as previously they would only send the S1 forms out to a Spanish address. They it took a short while to process it.

I would like to hear from anyone who has used the S1 for NLV application.

We used ASSA for our residency application.

Just a thought but during the 12 years your MIL has been in Spain, testing the water, has she been on the padron? If so she could be eligible for the Conveno Especial which will give her full Spanish healthcare, without pre conditions, which I understand is also OK for residency applications.

If she is a UK passport holder then, as others have said, she needs to apply to the Spanish consult in the UK for a visa. She will need to show sufficient financial resources, fully paid up healthcare and a clean police/health record.

Really can't understand why she didn't apply  earlier, pre 2020, as a EU citizen. It would have been so much easier.

Good luck
