All banks in Spain charge maintenance fees up to €60 per quarter for non residents accounts. 

A lot of forum members are moving away from the usual Spanish banks and having accounts with online banks such as Wise Online Banking.

Imagin is 100% free, it is part of the La Caixa group but because it's all online its free and it has a direct phone number which (surprisingly) has very good quick customer service. You can use all the La Caixa cash points and also get help in their branches

I changed to Cajamar weferrent online account 3 yrs ago, and as a non resident havent paid a cent in fees since. Written many replies on subject here and no time now to explain more. Wrote a very lengthy report on Costa Calida forum under. Free bank for non residents, anyway we are delighted with their service. You need to go into branch to oen as a non resident.
