I have an NIE, trying to register the car and now need to get on the padron, for aspe, please advise forms, method and cost if you have recently gone through this process please

I assume you're resident here.
Go along to your town hall with NIE, passport, escritura or rental agreement, and a utility bill in your name.
No costs involved.
If you've bought off a previous owner, they'll probably stay on the padron unless you/they do a baja.
