Hi,
I copied this from a website:
"The application process consists filling the application to the Spanish Consulate in the country of origin or legal residence. The Spanish authorities have a maximum of 3 months to issue you a solution"
So I would imagine you would need, in the first instance to personallly submit the initial application.
It will be an expensive initial process only for a solicitor to instruct you of this.
