Lost: Samsung s8 charcoal in colour with black flip case

Husband was in the old end of town and whilst standing near the road he had someone tap his shoulder. When he looked back a scooter with a passenger on board rode pass grabbing the phone from his hands. This was on the 31st October evening time approx 10pm. Unfortunately he has no phone insurance. He has informed his phone network provider and the phone has been locked. He desperately wants it back but we are sure he will never get it back. I am back in the UK trying to get any help. He tried reporting it today but it says it is closed due to a holiday.
