90 days in any 180 days, if you want to stay longer it becomes more complicated ie applying for residency and/or an NLV.

You should only pay the tax you usually pay being a non resident home owner.

As an Irish passport holder there is no restriction to the time you can stay in any country within the EU/EEA. However, if you decide to stay in Spain longer than 3 months you must register as a resident. As the spouse of a EU national, there will be no restriction on your partners stay either but they will also have to register as a resident if the stay is longer than 3 months. You will also have to provide proof of private medical insurance for you both and this must cover at least 12 months. If you plan to stay permanently, you can request form S1 from the NHS (see link below) and once you register this with the Spanish health authorities, you will have full access to the same healthcare as Spanish citizens.
It is always best to take all your information/guidance from official channels and not neceassarily that which is posted here as it may not be up-to-date.

Why are you sending the OP to a UK site when she/he has full EU rights as an irish passport holder?
This N332 site is also on twotter which many people do not trust or are not members. It is better to just read the "code de la route" - sorry I do not know what it is called in Spain as my license was exchangeable. Why do you force this site? Are you marriad to a GC? The rules in Spanish would be better.
